It most certainly does activate from a distance, but only when your weapon's range is long enough to respond. (Phule's Wand wouldn't be much use with Witch Hunter otherwise.) ;)

@Stephanie, I don't mean to be a stickler on this, but Witch Hunter is not restricted to melee users.

My musketeer has it trained, as does my 'Tiger Gunner' (Privateer) on my privateer....
