The "Party Barge Quests" are a series of side quests which will lead to a daily quest opportunity for each pirate character. Captain Avery is going to entertain various ambassadors from around the Spiral in hopes of negotiating recognition of Skull Island as a Republic.
Captain Avery will offer this side quest activity to each pirate who complete's Gunn's Gold (approximately Level 12), which begins the Party Barge questline. The following are the quests that need to be completed in order to bring the various Ambassadors to Skull Island:
Diplomacy! find Lady Heathcliffe of Marleybone
Missing Monkey find Don Allejandro of Monquista
Bearly There find Count Medvedov of Polaris
Valencian Entanglements find Count Monterfulino of Valencia
Each of these quests lead to a short side quest given by the Ambassadors as they are located.
Herding Cats
Smooth Sailing
Some Days the Bear Eats Fish

Once each of the Ambassadors has arrived at the Party Barge, Captain Avery learns of some disquiet among Skull Islanders who aren't happy with his grand plans. As a result, pirates are sent on the quest Counter Intelligence. Completing this and the following quests opens the Ambassadors' daily quests. The demarcation between level quests has been verified at Level 21 for being given the mid-level quests, and it is Level 51 for the high level quests.
The Fruits of Diplomacy from Don Allejandro, the pirate is asked to retrieve some fresh fruit that has been stolen. Lower level pirates will be asked to go to Tierra Primata Skyway and defeat Renegade Monquistadors. Mid-level pirates will go to Cooper's Roost Skyway and sink Red Sash Ships and high level pirates to Westminster Skyway to defeat Armada Marines on ships in the skyway.
And Sew It Goes from Lady Heathcliffe, the pirate is asked to gather needles and thread from various creatures. Lower level pirates will be asked to go to the Ancient Ruins and defeat clockworks. Mid-level pirates will go first to Banditoad Gulch to defeat Soldiers, then to Big Sky Skyway for Striped Bumbaloons. High level pirates to Westminster Skyway for clockworks on ships.
Pesky Pages from Count Medvedov is pretty much the easiest of the quests. Collect the pages from the skyways -- lower levels from Tierra Primata, mid levels from Big Sky, and higher levels from Westminster Skyway.
Rabble Rousers from Count Monterfulino requires sinking Cutthroat Ships in the various skyways. Lower levels will find them near the Renegade Reavers in Tierra Primata Skyway, mid-levels will find them near Cooper's Roost, and high levels once again are in Westminster Skyway.
Completion of these daily quests will yield treasure results of 1,000 Gold, 5,000 Gold or 10,000 Gold each -- based on the level of the quest, along with a CHANCE of loot. This loot can be personal gear or ship equipment. NOTE: These quests can be completed along with a friend or second account by traveling on the ship of the first Pirate.

Badges:
There are three badge tiers for helping each of the Ambassadors. The first badges are awarded after completing the quests 10 times, the second badges after 100 quests, and the third badges are won after the 500th repetition.
