Side quests sometimes at inappropriate level of difficulty?

Hi

I've made a pirate that will complete all the side quests in game. I'll probably only do this once for the experience, because I've realised there's a lot I've been missing out on. Though, as an aside, I do enjoy being over-leveled, and ship combat is so much easier with appropriate nautical levels.

It's been going good, however, I've run into some issues in cool ranch. Specifically the quest "As the Crow Flies", where I have to defeat "Nasty" Nathan Birdett. I'm at level 23 currently, and I've just begun Santo Pollo.

I've obtained this quest at level 22, but the difficulty is ridiculous. The enemies have 1,000+ health, the boss has a lot of epics (such as true grit and quick draw etc., all countering my musketeer). The meelee enemies do mostly 200 damage per hit, constant criticals, despite all my companions at level 22, this just kills them off very quickly. I've tried many different strategies, but the enemies have purple names meaning no matter what I do they'll always be extremely above my abilities.

I just don't understand why I was given this quest when it's obvious I'm not up to it. I've completed all the quests up to this point, I'm pretty much over-leveled, but I can't do this. I even have specialised gear from farming bosses, a decent pet, all my companions are the appropriate level.

It just seems silly....

I'm now doing all the quests in santo pollo, and hopefully I can come back at level 25 or so and maybe it will be easier.... has this always been a thing where some side quests aren't possible to do until a later point?

In a word, yes -- sometimes you can accept a side quest and not yet have quite the appropriate level, or even access to the area where you need to be. With some side quests, you're not meant to be able to to do them right away, but they will "stack" with other quests that you can accomplish at the same time. You may even get a Companion Promotion Quest before you have access to where they want you to go.

What I do is accept the quests as I find them, then keep following the main quest line. Before leaving the world for the next one, go around and "clean up" your quest list by finishing up the sides you haven't turned in.

I have found sometimes I'd do a side quest to defeat 6 ships and then not even 2 quests later I have another quest to defeat the same 6 ships, lol.

I think at the very least I should probably do some of the main questline before doing the side quests.

There has been this one side quest for port regal that I can't get to as well, which has been bothering me, but I should get there soon-ish.
